Breaking Through Stagnation: Move Your Investment from Effort to Impact

Start with identifying the gaps that hold back your investment

by Zac Ryland

You made the investment. You committed the dollars, rallied your team, and focused on the initiative. Despite that, you’re still not seeing the results you expected. The business outcome isn’t materializing, adoption is lagging, or momentum is fading. You’re not alone—this is a challenge we see time and time again across organizations, industries, and strategic initiatives.

The question isn’t whether your investment was a mistake. The question is: what is missing to drive progress and momentum?

Why Do Well-Funded, Well-Planned Initiatives Stall?

Organizations make critical investments all the time—whether in technology, new ways of working, or major transformation efforts. But too often, progress slows because key elements of activation have been overlooked.

We find that stalled initiatives share common failure points:

  • No clear line of sight between people and the mission: employees don’t see how their day-to-day work connects to the larger strategic goal.
  • Missing key performance levers: progress isn’t just about execution; it requires shifts in leadership, roles, culture, and systems.
  • Behavior change wasn’t considered: new technology or strategy alone isn’t enough; people need support to adopt and sustain change.
  • The environment hasn’t evolved to support success: reward structures, workflows, and operating models must adapt alongside the initiative.

Reflect: What area of your business isn’t making progress at the speed/scale you desire? Where might these barriers be present?

Investment Activation: Turning Effort Into Outcomes

At TiER1, we help organizations bridge the gap between investment and impact through Investment Activation, a structured approach that accelerates stalled initiatives by focusing on the interplay between people and organizational performance levers. Our work is guided by two core models: The Activation Curve and Organizational Performance Levers.

The Activation Curve

Progress isn’t linear. We help organizations recognize where they are in their journey and what’s needed to break through to the next stage.

Organizational Performance Levers

Transformation happens faster when strategy is supported by aligned systems, leadership, and talent. Our framework ensures no critical lever is left unaddressed.

These approaches helped a large insurance provider that had been trying for years to modernize ways of working and build a more agile culture. Despite leadership support and various initiatives, the organization found itself stalled, unsure of the root causes slowing progress. They had experimented with key working teams, leadership communications, and project-based efforts but something was still missing.

Our team engaged them in a series of design working sessions, distilling key insights about their culture. We uncovered instances where employees faced double binds—situations with no clear winning option—ultimately slowing decision-making and progress. From there, we facilitated co-creation workshops that helped them redesign processes, empowering their teams to generate local solutions together, eventually facilitated by themselves.

The impact was significant. Not only did various sub-teams improve their agility (solving customer experience challenges, optimizing physical campus operations, or improving call center efficiencies) but more importantly, the organization developed the capability to diagnose and solve its own challenges. This built a long-term, sustainable agility far beyond any single initiative.

How to Move Forward: From Frustration to Progress

Discovery Card DeckIf your investment (time, dollars, or focus) hasn’t fully paid off yet, the good news is that acceleration doesn’t have to mean starting over. Often, a small additional investment can unlock significantly greater returns.
That’s why we offer two paths to help leaders drive momentum:

The Investment Catalyst (Free 90-Minute Working Session)

  • An interactive, card-based discovery session designed to diagnose what’s slowing progress and identify the most impactful next steps.
  • Outcome: Clarity on the root causes and an informed perspective on where to focus activation efforts.

Investment Activation Sprint (1-3 Months)

  • A structured process to create an Activation Blueprint, aligning strategy, behavior, and execution to accelerate impact
  • Outcome: A step-by-step plan with clear activities to drive measurable progress.

Reflect: What would doubling the impact of your existing investment mean for your organization?
